Looks to me as if it could have been painted 300 years ago but it's a lot more modern.

Looks like Sargent tho I suspect that it is not.

You're very close, skymom. He was a friend of Sargent's. While Sargent worked in Paris but mainly in London, this painter worked in London but mainly in Paris. Same as Sargent, he was neither French nor English.
