Ugh, no idea here I'm afraid.
I don't think they are Nupastels (Prismacolors). Nupastels do have a vanish on the outside to make them less dusty, but that doesn't translate to a "waxy" feel on the paper. It's hard to tell the size here, but Nupastels, Cretacolor, and Faber Castell are all long and very thin, and do have at least a number imprinted.
Sakura used to mare a square pastel, but they were un-varnished. I have some square pastels from Mungyo, and they are resold under a lot of different names, but they are not coated or waxy.
Hopefully we can at least narrow down what they are not.
