I'm not from Germany, but Hahnemühle (a German art paper company) makes good drawing papers, as well as watercolor papers, that could be used (use the back/smooth side on cold-pressed wc papers)
Also Arches papers are available in Germany - watercolor papers & printmaking cover papers.
Reeves BFK printmaking paper (drukpapier) is also available and is good for graphite drawing, or colored pencil.
Tell your friend to look at Gerstaeker's online shop. They're the largest art supply in Germany, I believe.
