Luna/pando or polymer clay for birds?

I would like to sculpt bird decoys from some kind of clay. I dont like to work with wood, becourse once you take something away you cant put it back.

I made this by using air hardening clay, but it is quite fragile and it is not water proof. Feathers are carved to the clay. Do you have any ideas what I could use? Feathers would look best if they are thin, waterproofness would be great and the material should not be wery fragile.

Well, your flicker is really lovely! When you say decoy's are you talking life size or small display type? If small I would think polymer clay would work OK. If large not sure about that procedure. I carve, but haven't done a duck in the round, but one relief carved. I'll be adding it here after I get the Danish Oil on it.
I wish you luck with your decoy sculpting.
