Smile Black Velvet or Fuzzy Posters

Does anyone know how and where to get supplies to make "Fuzzy Posters" or "Black Velvet" posters? I want to make my own pictures. I do not want to buy a predesigned artwork for coloring. I am assuming that where ever you want the black "fuzzy" texture, you would use a slow drying glue and coat it with the fuzzy material and let it dry and then shake off the access. However, can anyone tell me where I can buy the fuzzy material, adhesive, etc... I know a similar effect can be achieved with real black velvet and poster paints, but I wanted to duplicated the "fuzzy posters" of the 70s which has the black raised outline.

Micheals arts and craft used to sell something called 'Flocking' that I think work. It would stick to an adhesive and come out fuzzy like the inside of store bought jewlery boxes.
