I have someone requesting a work of art on him as a subject matter....and I am not familiar with copyright laws as well as where to get a reference photo that is free, public domain and/or copyright free.

As you are aware copyright is a difficult problem. Why not write to the White House?

I like Doug's idea. I think that might get you the best results.

Another option would be to search sites which offer copy free photos, if you haven't done this already. There is a thread around here where members have been compiling lists of copy free photo sites. If you are interested and need help locating that thread, PLMK, and I'll find it for you.

You may already know about this, but back around the time of the campaign there was a very popular and much celebrated, stylized image of Obama. It appeared on everything from posters to T-shirts and the artist was discussed in magazine articles and news segments. Later there was a law suit over the image. Although heavily stylized the pose was apparently a direct copy of a press photo, and the photographer sued. Thus, your concerns about copyright are quite valid.

Along the same idea as Doug's idea, perhaps you might also contact the Democratic Party to see if they may be able to help. They have a stake in promoting him and may be able to provide or steer you toward an image or images you could use.

On the list of public domain sites on Wiki that I gave you are several sites from the government, did you check them out?

It probably would be best to contact him for authorization as I understand that Copyright would apply to "his image" not just to the photo. If you were painting something for private use it probably would not be much of an issue. But if you or your buyer is planning to resale the painted image, you could run into some issues.
