Highlights v waves

Hello.Maybe someone can throw some light(excuse the pun) on a challenge I have.I am trying to make the sea in a coastal scene sparkle with light but I keep painting waves!! No matter what way I go at it, they look like wave crests and not the sun sparkling.I know in watercolours you use the blue of the sea on a dry brush and it leaves the sparke but with oil? Thank you in advance.
