To get a real appraisal, you can contact an art appraiser in your area. If you can't find one in the phone book or online, contact the nearest art museum and ask them if they can refer you to someone.
As for its value, I believe this is a fairly common (in other words, not rare) decorative ceramic piece - I've seen them several times before both in that size and smaller. I have no idea of their price.
