Easiest Economical Mac Software to Color Scanned Comic Art?

I am not a computer graphics guru although I am generally good with my iMac. Someone wants me to draw and ink comic panels on paper, scan them, colorize them in the computer, add text in the dialog bubbles and then save them for publishing on the web.

I have a scanner, but I want an economical, easy-to-use program that will let me quickly add color to the art on my Mac.

Can someone provide some recommendations? I don't mind spending something on the software, but I think the Adobe products are overkill for what I need, plus I am looking for quick and easy and a little more economical.
