I really like the background colors and the stringy look of it, like melted crayons.
not sure if it works well with the subject, thats mostly a matter of taste though.

The face looks good.

The vertical lines in the background, I'd get rid of those.

eyes and beak are great
seems to need more bulk, a fuller head, almost looks more like an ostrich head

There's a semi-abstract quality to this piece that catches the eye. Was that your intention? I ask simply because the lines of the background and the understated form of the eagle seem to suggest this possibility, like a mask, for example. Only part of the eagle's head is showing, making it look like an emu, roadrunner or ostrich (as La said). It feels deliberate, though. The sternness of the eye and the prominent beak add to the overall impact, and it is this element that asks the viewer to look closer. I like that.

Thank you for valuable input and feedback. It is semi-abstract and the intention is like you say that you should not be able to see all of the Eagles head as it is covered by rain :.-)
