You can get vinyl safe paint. You could use an acrylic but it needs to be a good quality one or it’ll peel. Be sure to read up on painting vinyl as you may need to do some prep work and such.

XIM UMA is a bonder / sealer / primer that would allow you use pretty much any type of paint once the vinyl was coated with it. I have only used it to prime polyester coil coated ACM Panels.
