About to start with CP, but have questions

I've just started to become interested in using some colored pencils in my work, but have a few questions before I invest a chunk of change in any.
I am an airbrush artist by "trade", and some of the other artists that I enjoy use colored pencils in their layering process. I like the idea of doing this as a colored pencil seems to give a softer line and small texture compared to detailing with a conventional paintbrush that can really stand out in an airbrushed piece. My big concern is that masking over the paint which is on top of colored pencils seems to allow the paint to lift very easily. I don't mask very often, but have to on occasion.
Would a workable fixative on top of the pencil layer allow it to adhere easier when a wash of color is brushed or sprayed over it? I've never used a fixative before though so again, I'm in uncharted territory for me.
I haven't had any adhesion problems over graphite, chalk, or a white pencil that I do use to sketch over black grounds. It's a Col-Erase by prismacolor, but it is very hard and doesn't seem as soft and waxy as other colored pencils.
A last questions I would have is when I'm done, and am ready to varnish the piece, does a fixative go on beore picture varnish, or lacquer?
I'm still trying to decide on brands, and am torn between Dick Blick and Prismacolor, but prismas seem to be getting bad reviews lately on here, from what I can tell.
