Looking for a PC with good Specs... Not sure what would be ideal

We're looking for a New PC, we want one which can run video editing software and manage footage from a capture card - which records footage from a games console (Elgato Game Capture HD60S):
https://www.elgato.com/en/gaming/game-capture-hd60-s It says as a minimum you need a a PC with:
GPU Intel HD, NVIDIA GeForce GTX 600 or better
CPU intel i5-4xxx Quad Core or better
As for Video Editing Softare I'm looking at Sony Vegas Pro 14 - I haven't gone into this field for a good 5 years, but don't want to pay subscription fees to a service like Adobe now does now.

Vegas Pro 14 Specs:
https://www.amazon.com/VEGAS-Creativ.../dp/B01LXFQJEY
Minimum system requirements: Microsoft Windows 7 | 8 | 10; 2 GHz processor; 4 GB RAM internal sound card, min. resolution; 500 MB for program installation.

I understand a bit about PC's but when it comes to motherboards or graphics cards I am a bit clueless. Any advice you can give I'd appreciate

try cyberpowerPC for the system. Take a look at HitFilm 2017 (Fantastic Piece of software) current version there is a free version that is still full featured you can cut your teeth on and if you want the additional effects then the pro is very reasonable with tons of tutorials and there is some for doing gaming recording on their youtube check out hitfilm.com to see.
