Question Searching art by description?

Is there a free database where you can search art by description? I need to search art sold at auction in the UK, during the late 1800s and early 1900s?

Has anyone ever seen anything on an art dealer named, Frederick Hall (not the artist). He was on located on 14 George Street, in Plymouth, UK around 1876.
I need to know if there are any type of records from his business, that describes each artwork he sold.

Is there anyone on this forum who could be considered an expert on Anthony Van Dyck artwork?
