Can I repaint a metal leaf frame?

I ordered some gold colored metal leaf plein air frames on-line and I've decided at least one of the paintings would look much better in a dark frame, such as dark brown or black. This is my question - how do I paint over it? Is there a product that will cut the smoothness of the frame surface? Should I just sand it? What kind of paint would be best for repainting? Thank you in advance for sharing your knowledge.
