proportional divider

How can I make a proportional divider? My paintings/drawings will be 16x20" and smaller, and I can be close to or several feet away.

What material? how long?
It looks like it is 2 pieces of wood with holes in both, and a bolt/wing nut?
Is that 1/4" square stock? It looks like it might be about 18" long.

I have both a dremel drill and a big one--1/4"?
