Unhappy Looking for Help, please, with mixed media on a sketchbook cover

I have a hardcover sketchbook that I once attempted to glue foil confetti to. I used Elmer's glue and the pieces chipped off, taking pieces of the black cover with them. I wondered if something like resin could be used to seal over the pieces of confetti and make the cover smooth - or if ya'll had another idea.

I've tried searching the web but haven't had much luck. I appreciate any and all help!
