Is it Mehmed? Naqqash Sinan Bey about 1480 in Istanbul I would guess.

The portrait of Mehmed II appears a few times as the work of Naqqash Sinan Bey on the web

My source was The Royal Academy of Arts who listed it as Shiblizade Ahmed in their 2005 catalogue (Turks, pp 278-279) http://www.turks.org.uk/index.php?pid=58

I believe Shiblizade Ahmed was a pupil of Bellini - and yes Lawrence, the second image is that's Bellini's work
