Thank you all for the comments. I thought the same thing about the upper mountain. I wonder if I can put a glaze over the top mountain to push it back a bit.
I guess this is one case where it is better to not follow the reference photo too closely because in the photo the upper mountain does look closer than the lower nearer mountain. There are always those exceptions to the rules we learn.
