I don't particularly think it is good. Particularly as the first thing I saw was talking about a self employed person claiming job-seekers allowance as they don't work more than 16 hours. Anyone not working more than 16 hours is not working as a self employed artist! (Unless it's per day of course) Anyone self-employed seeking job-seekers allowance is committing a crime. Job-seekers should be seeking jobs, not working for themselves.
It should be noted also that it is aimed at the UK, much of the information is not suitable for other areas.

That site is actually run by Arts Council England so yes it is for the UK and is official.
And I agree with Greg that a self-employed person can't possibly NOT work 16 hours a week! Heck, that could be my admin time alone. But for the record, apparently you can legally claim job-seekers allowance as a self-employed person and they consider your booked work. So it would apply more to artists (like a friend of mine) who do primarily client or teaching work. However, if you are working over something like 30 hours a week self-employed you can claim Working Persons Tax Credit if you're still on low income. :) (the threshold used to be under about £15k household income)

Don't Greg. It isn't worth the paperwork! Plus, don't you still have no income tax for creative/cultural stuff? Not sure if Ireland's changed that yet. :)

No, we just have a limit on it now. Mind you we need to earn to pay tax...
...currently no-one is earning a great deal, not even in standard business's such as shops and services. Art comes bottom of the pile, and this year Bank of Ireland will be auctioning off another tranch of their art collection just before Christmas as they did last year.

oh dear. :( Well fortunately I'm still earning about the same amount which means my January tax bill - which I have almost nothing saved for - is going to suck. grrrr. I think this is my first year ever that I didn't do my tax return in April because I just know it's too depressing.
btw, I think artquest does have a good list of galleries and opportunities. Many of which you don't have to be in the UK to apply for. I might have a browse through later. Haven't looked at their site in a few years!
