Don't know how much money you have set aside for this project, but you could alway get the kids to do gingerbread houses and bring candy from home to decorate the houses with.
Day one:
You supply graham crackers and the cement made from powdered sugar. (6 slabs per child) Have each child take a small box and cover the sides with the graham crackers using a dab of icing to keep the crackers glued to the boxes. Tha'ts your frame work.
Day two:
Build the roof of the house by cutting a rectangular piece of cardboard and bending in the middle to make the V shaped roof. Glue to the top of the house with the icing and place two graham cracker slabs to finish the roof. Don't worry that the houses look a little out of plumb... that's a good gingerbread house. :)
Day three: Use strips of black liquorish (sp) or any long string type candy to make windows and doors. Glue on with icing. Decorate the yard with icing and candy sprinkles.
Day four: Decorate the house with assorted candies making rows of candy building like bricks or log cabin canes. Make the chimney with a stack of peppermints or tiny mints or other square candies.
Day five: Finishing touches.... Friday.... take home and enjoy. :)
Acck.... I just noticed you said ONE hour! LOL... that would be one hour per day.... sigh...
Well, you could have the children make construction paper wreaths .... or candle collages depending on what religion, if any. they are.
You also could have them cut out people from magazines and then draw a house and have them put the people around doing holiday stuff. Some may want to do shopping, cooking, eating, opening presents.
You could do potato block art... really fast and real fun....but real messy. They could do snowflake greeting cards.
