I'm tempted to call it complete for the sheer sake of spontaneity. Yes, no?

The neck is something I would work on. It seems as though the highlights are opposite those on the face. Also, the strokes that you laid down don't add anything to the neck for structure as you did with the face.

Something else to think about is spreading out your colors throughout the canvas. Using bits of colors from your palette throughout the image often brings unity to the piece. Don't be afraid to add color to the face or taking the blue from the background and adding it to the shirt, etc... color reflects off of everything.

The proportions are good... the emotions are good... and it's nice to see an artist that is not scared of using a lot of paint. I myself am budget-minded... and often I use more mineral spirits than I should.

Agree a few touches of colour around would bring it together, but if you feel it is complete, pay no attention to me.
I hate wasting paint too, so always have small canvases on hand to use up the paint for either base coats, or adding to unfinished work.
