MY COMMENTS:
I've only begun drawing/sketching in the last few weeks and this was my first larger drawing (well larger than what a small sticky pad would hold).
It is of my wife just after our marriage in India.

I think her neck is out of proportion and some things do not look quite right but would appreciate gently critique (as I mentioned this is my 1st sketching really)

MY QUESTIONS FOR THE GROUP:
This was done over about an hour at work when I had little to do using a piece of copy paper and regular pencil.

I'd be grateful to suggestions that would help me refine this sketching further and that I could apply to future works.

Here are two excellent tutorials on drawing the face. There are certain 'rules' that must apply for a realistic drawing and my suggestion would be for you to study them. The benchmarks for how the features relate to each other is important to obtaining a good likeness.

It is a nice sketch - especially for a beginner - you are off to a good start. One tip I can give you is to not draw "lines" on a face. Faces have very subtle shades - so the eyes shouldn't be outlined and neither should the lips or the jaw. I think if you made more of a subtle shade on these areas it would improve the picture.
