Can I paint your house w/o permission?

Can you paint someone's property...house, garden, storefront, animals, farm, etc. legally, without permission?

All I know of this kind of law is from tv shows I am ashamed to admit I watch that fuzz out people's faces when they don't have their permission to use it.

I don't want to use someone's photograph. I want to use the real thing. Can I legally sit outside and paint someone else's property w/o their consent? Thanks.
