A paper cutter/folder can be made cheap,fast and easy from a hacksaw blade. mount it on a piece of plywood using wood screws through the holes in each end of the blade. if you mount the blade square to one side of the plywood you then simply insert the paper until it appears parallel to the square edge and pull the paper up and across the saw teeth. It won't cut a smooth edge like the commercial cutters but it works. If you are cutting a number of sheets, put a stop block on the plywood. you may also need to raise the blade by putting small flat washers under it. folding works the same way except instead of raising the tooth side paper, raise the paper on the opposite side of the blade and fold it down. i made one of these to cut sheets of sandpaper, but it works just fine for any kind of paper.
