I have used a palm sander with fine grit paper '220' or so ...after brushing off bits of pastel with a brush and a factis eraser.

That's a good suggestion DF.
When a mat has pastel dust attached to it, I soften up a kneaded eraser in my palms, then gently press onto the pastel/mat and lift straight up. I rework the eraser then repeat until all the pastel is removed. For me, rubbing presses the paint into the board.

Dare I say it, Blue Tac makes a great kneadable eraser.
