As far as I know they were three of these wheels: one in Vienna (still in place), London and Paris. Would say it's an English Dandy?

Sorry to take so long in providing a hint.
I saw this painting in an exhibition a few years ago along with a few others in the same style and was floored that it was by this artist, who is not at all known for paintings of gentlemen or for paintings in this style.
There are elements in this picture, however that one does see in later works.

Been I while since I last tried my hand at this.
Thinking about the ferris wheel, I was off chasing a red herring in the shape of Robert Delaunay, when I stumbled upon...

TAG to you. I would never have gotten it either if I hadn't seen it in our exhibition a few years ago. There were a few other straight Cubist works in the exhibition as well.
