use of photos in reference library

this has proberly already been explained somewhere but i would be greatful if someone could clear up the matter of producing a painting from a photo in the reference library and then maybe selling it on. Is this ok even if the painting is almost identical to the photo.

The photos in the ref. library are taken by members of WC and provided to artist as copyright free. You may use them in part or whole for your artwork and then are free to sell the painting.
