It's called Sketch Paint Draw. It's free. The colors are quite limited. You basically have a 3-value range in 10 colors but I like being limited in that way. I'm new and learning art so it's less confusing to me. There are several size marks to choose from along with a "spray paint" option that enables you to blur and blend. Below are a couple of samples I quickly did.

I wanted something I could sketch in public with and this is perfect. I think someone with more experience could probably get more subtle results. :)

On my iPhone I use Sketchbook Pro by Autodesk, I think this is the android version:

I'd suggest you check it out, it's simple and straightforward to a new user, but offers a lot of flexibility to a diligent mobile artist.
