It is the Viet-Nam wall of remembrance painted by an artist called LES (*)ETER. Not sure what the * is bit it looks line an `n`.

Lee Teter's fascination with history, along with his fastidious attention to research and detail, has imparted an almost photographic quality to "Vietnam Reflections." Teter's heart-wrenching depiction of a man grieving by the Vietnam Memorial, and the spirits of deceased soldiers reaching out in consolation, is one of his first oil paintings, and his attempt to understand the death of loved ones. The painting, whose proceeds go entirely to veteran's groups, has garnered millions of dollars.

much apreciated guys !! fantastic to hear it has generated so much for the charrities , that is one hell of a work for an early work in oils !!
