Once you've selected the area you want, go to Image > Crop Image(See illustration above). The result is illustrated in the screenshot below.
Go back to Image, but this time, choose Scale Image from the list of options. This dialog window will appear.

The original dimensions of the photo is cited at the top. Underneath (highlighted in blue in the screen capture), enter your new size. The chain link button next to the Ratio display keeps your resize to scale, and you can always deselect that for whatever reason and enter your height manually. Click OK.
Finally, we've only to save the avatar and we're done! Head over to File > Save As..., find the folder you'd like to save it into, and type in a name for the file. From among a variety of file types in the drop down menu, choose JPEG.* Click OK.
When saving as a JPEG image, this additional dialog will appear. You can basically just press OK and go back to WC! to upload your new tinyhead at once; or you can fiddle around with the sliders to adjust the image quality (not that there would be much visible difference in this case) or attach a comment about your image.
